Why eBay asks for your Social Security number
eBay asks for your Social Security number (or an EIN or ITIN) because, eBay says, the IRS requires it to collect a taxpayer ID for each seller account, and that ID goes on the Form 1099-K eBay files. With no valid number on file, eBay holds your payouts and can withhold part of your payments. You can enter it yourself under Account Settings in your eBay account.
A request from eBay for your 9-digit SSN, ITIN or EIN is a normal tax-reporting step, and eBay says the law requires it for each account. The risk is where you type it: only in eBay's own pages, such as Tax Information under Account Settings, never in reply to an email, text or call.

Why does eBay need a taxpayer ID at all?
eBay needs your taxpayer identification number (TIN) because the Form 1099-K it files identifies you by that number. The IRS instructions say a payment settlement entity files the form with each payee's TIN on it, and that term includes a third party settlement organization, or TPSO (IRS, Instructions for Form 1099-K, Rev. December 2026). Online marketplaces are TPSOs in the IRS's own wording (IRS, Understanding your Form 1099-K).
eBay's Seller Center connects that rule to your account: the IRS requires a TIN for each seller account, and it can be an SSN, ITIN or EIN (eBay, 1099-K and Tax Withholding FAQs). The Social Security Administration issues SSNs. The IRS issues the other two (IRS, Taxpayer identification numbers).
Whether eBay sends you a 1099-K for a given year is a separate test, with its own figures on the 1099-K threshold page. The request for the number runs on its own timing. eBay says it asks once you reach your first sale, and that all platforms, whether third-party settlement organizations or payment processors, must comply with the same IRS requirements.
Why does eBay ask for my SSN before I've sold anything?
eBay first asks for your Social Security number when you register to sell, so a seller with nothing sold can still see the request. eBay's registration help gives identity as the reason: to sell, eBay needs to confirm who you are, and an individual seller provides a full name, address, date of birth and Social Security number (eBay Help, Registering as a seller).
The same page says eBay uses the number only to verify your identity and to comply with laws on consumer protection, online platforms and taxes. It doesn't name a statute. If you still haven't given a number by your first sale, eBay asks again, and the Seller Center FAQ ties that request to tax.
A second US law sits nearby. The FTC says the INFORM Consumers Act, in effect since June 27, 2023, makes marketplaces collect a tax ID from high-volume third party sellers, as that law defines them (FTC guidance). eBay doesn't say which law drives which request.
What happens if you don't give eBay your SSN?
Without a valid taxpayer ID, eBay's Seller Center says your payouts go on hold, listing and selling may be restricted, and eBay deducts backup withholding from your payments. An incomplete or obviously invalid number gets the same treatment as no number at all.
Backup withholding is tax a payer takes out of payments that normally have nothing withheld. IRS Topic 307 (reviewed September 24, 2026) says the payer must withhold at a flat 24% rate when you don't give your TIN as required, or when the IRS says the one you gave is incorrect. Check that page for the current rate. eBay adds that state withholding may apply on top (1099-K and Tax Withholding FAQs).
Two details make it sting. eBay withholds on the gross amount paid to you, not on your profit (see eBay taxes for what a 1099-K includes). And once the withholding is applied, eBay says it can't refund it, even if the buyer returns the item.
The money isn't lost, though. Federal backup withholding shows in box 4 of your 1099-K, Topic 307 says to report it as federal income tax withheld on your return, and eBay says you can then claim it as a credit toward your tax or get a refund from the IRS.
How much can backup withholding take from one sale?
On a low-cost flip, backup withholding can take a large share of the profit, because it's figured on the gross. Picture a thrift-store find that cost you $20, with $100 as the gross amount for the sale. It's an illustration, not a real seller.

That's $24 out of an $80 profit before you've paid a single fee or bought a label. You can claim the $24 when you file. Until then it's out of your cash, and the next sale does it again.
Why is eBay still holding or withholding after I gave my SSN?
If the withholding continues after you've given a number, the name and number on your account may not match IRS records. When they don't, the IRS sends eBay a B Notice, and eBay mails you a letter at the address on your account. eBay's Seller Center says it blocks payouts and withholds until you meet the notice's terms, and IRS Topic 307 points to Publication 1281 for the details. To clear it:
- Check that the name on your eBay account matches the name on your tax ID and your tax returns, as eBay's 1099-K help asks, and that the number belongs to that name.
- Fix either one under Account Settings, in Tax Information.
- First B Notice: fill out the electronic Form W-9 in Seller Hub or My eBay with the correct name and TIN.
- Second B Notice: upload your SSN card, IRS Letter 147C (business EIN) or IRS Letter 685C (ITIN). If yours shows the wrong name or number, eBay says to get a new one from the Social Security Administration or the IRS.
- Keep your 1099-K. Box 4 shows the federal backup withholding you claim on your return.
If a payout block stays after the number is fixed, eBay says other account restrictions may be the cause, and its customer service can tell you which.
Can you use an EIN instead of your SSN on eBay?
Sometimes. On Form W-9, a sole proprietor who has an EIN may enter either the SSN or the EIN (IRS, Form W-9, Rev. March 2024). A single-member LLC disregarded as separate from its owner enters the owner's SSN, or the owner's EIN if there is one, and eBay says that LLC's 1099-K is issued in the owner's legal name and SSN.
If you want an EIN, the IRS says you can get one free, directly from the IRS, in minutes (IRS, Employer identification number). Just don't expect it to keep your own details out of the account. For a Registered Business, eBay's registration help lists the EIN plus individual identification for stakeholders such as owners, directors and the primary contact.
What if you don't have a Social Security number?
eBay's FAQ says to give the taxpayer ID that applies to you. The ITIN is the IRS number for certain nonresident and resident aliens, their spouses and dependents who can't get an SSN, and you apply for it on Form W-7 (IRS). One snag: eBay's identity check for individuals lists an SSN, so an ITIN holder may need to ask eBay how to finish that step.
A seller who isn't a US person (US citizen, US legal resident or US business) gives eBay a Form W-8BEN or W-8BEN-E instead, and eBay says a valid W-8 on file stops the 1099-K. Living abroad doesn't take a US citizen out of it: the US rules still apply (1099-K and Tax Withholding FAQs).
How do you give eBay your SSN safely?
The safe way to give eBay a taxpayer ID is to type it yourself into eBay's own site, such as Account Settings, after getting there without a link. Fake emails are made to look the part. eBay's phishing help says they often include eBay's logo and a fake eBay address, and that eBay will never ask you to provide confidential information like your password or credit card details (eBay Help, Recognizing phishing phone calls and emails).
- Go to eBay yourselfType www.ebay.com into your browser or open the official eBay app. Don't use a link from an email, text or ad.
- Find the tax sectionOpen Account Settings and look for Tax Information, the place eBay's FAQ names for your TIN.
- Check eBay MessageseBay says it always sends a copy of any important message to your eBay Messages. If the email asking for your SSN isn't there, treat it as suspect and ask eBay to check whether the request is genuine.
- Report a fakeDon't click its links or open attachments. Forward it as an attachment to spoof@ebay.com and report it to the FTC at ReportFraud.ftc.gov.
eBay says the number is encrypted and stored securely, and it suggests turning on 2-step verification. On the first part you're taking eBay's word about its own systems. The part you control is where you type the number.
Does giving eBay your SSN mean you owe tax on everything you sold?
No. Giving eBay your SSN lets it file a 1099-K under the right name. It doesn't create a tax. The form reports gross payments, and the IRS says to use it with your other records to figure taxable income, and to report income from goods you sell whether or not a form arrives (IRS, Understanding your Form 1099-K, reviewed June 28, 2026).
That's where your own records come in, because the 1099-K only knows the gross. eBay's FAQ recommends keeping a record of your costs and selling expenses, which help you work out the cost basis of each item you sell.
